INTRODUCTION

The inaugural meeting of the Waste Local Plan (WLP) Forum was opened on behalf of Wiltshire County Council (WCC) and Swindon Borough Council (SBC) by the vice-chairman of Wiltshire County Council’s Environment and Transport Committee Miss M. F. de Rhe – Philipe.

Dr. Alison Millward, the Forum’s independent facilitator set out the overriding aims of the Forum as:

• To achieve a consensus on the preparation of the policies of the deposit draft Waste Local Plan.
• To inform the democratic process of Waste Local Plan production by adding value from a broad range of stakeholders and bringing influence to bear on the WLP decision makers.

A resume of the principle areas of consensus, differing opinion and of actions/issues outstanding, derived from the public consultation process was also put forward for information. Reports of these consultations and the Issues and Options Document (November 1999) are available from County Hall (Tel: 01225 713429)

To achieve the Forum’s aims and make an impact on the first Deposit Draft of the Waste Local Plan (due for publication in January 2001), the Forum has five months to cover all aspects of its agreed remit.

TERMS OF REFERENCE

Membership

The Forum agreed that the initial trawl for membership and coverage of stakeholders had been appropriate and had given a firm base to begin the discussions. However, suggestions were made to attract the following organisations to future Forum meetings:

• Railway Companies
• Schools and Colleges, especially Environmental Science Teachers
• Area Health Authority
• Wider business coverage, including small business through to large chain-stores in the Plan area, potential for the introduction of a business link
• Experts from industry outside Wiltshire e.g. Bevan Recycling, Butler Fuels
• Women’s Institute
• Ministry of Defence
• The MET Office
• Waste haulage contractors e.g. skip hire companies
• All District Council Recycling Officers.
• National Farmers Union
• Wessex Water
• Representatives of the European Perspective e.g. MEP’s
• Communities First Wiltshire Enterprise (funded by ENTRUST) via the Landfill Tax credit scheme)
• Other, suitable, ENTRUST funded bodies
• Fledgling green businesses e.g. Nappy Laundry Service

As a result of discussions it was resolved that:

• Precise number (or Quorum) considered inappropriate, but view taken that JSPWP would need to see that representatives from the range of organisational categories had been present at each meeting and in reasonable numbers (say around 30 in total).
• Record of attendance would be analysed against the categories invited and would be maintained by Alison Millward.

Objectives

To assist in establishing the Forum’s objectives reference was made to the following four core objectives that officers from Wiltshire County Council and Swindon Borough Council had defined:

• To develop understanding and consensus on policies and proposals
• To provide a sounding board for Officer ideas
• To agree action points for Officers to progress
• To agree recommendations to be put to the Joint Structure Plan Working Party (JSPWP)

Key 8 Objectives of the Forum

Forum members were asked to define up to 3 objectives of their own for the Forum. Their responses have been amalgamated and categorised as either an Output or a Process.

• To develop understanding and consensus, on policies and proposals
• To agree action points for officers to progress
• To agree recommendations for officers to put to the JSPWP
• To produce fewer objections to the Draft Waste Local Plan
• To raise awareness and knowledge among Forum members and the wider public about waste issues, directives, technologies, options and impacts
• To produce a Waste Local Plan to achieve integrated waste management across the county
• To produce a Waste Local Plan which gives priority to waste elimination, minimisation, re-use and recovery, over disposal
• To produce a range of proposals to suit different local circumstances
• To shift the perception of waste from worthless to rubbish to a valuable by-product
• To promote the development of new markets to maximise the success of strategies related to the Best Practical Environmental Option and the Proximity Principle.
• To lobby and influence national bodies and national government on policy, regulations, incentives and resources, e.g. the Packaging Regulations and the Landfill Tax.

• To provide a sounding board for officers’ ideas
• To create truly informed debate
• To produce a Waste Local Plan that the Forum, and therefore the wider public, can support because it has clearly been influenced by the consultation processes
• To learn from experience in other districts, counties and countries
• To build partnerships with others who want to make a difference
• To influence elected members to generate policies and proposals relating to waste elimination and minimisation, not just disposal
• To ensure that information is brought to the Forum by all its members, and disseminated out to their partners.

To be considered

Forum members were asked to comment on and add to the list of outstanding issues identified through the earlier public consultation process. Consequently, the following issues were identified:

• Current focus on Waste to Energy is misleading – need to understand all possible components of an integrated approach to waste management e.g. what are the other options, what do they look like etc. More information is required by the Forum.
• Pyrolysis is a relatively untried technology; need expert information on this technology to be fed into the Forum.
• Methods to deal with furniture/bulky waste/tyres.
• Integrated Waste Management Facilities – what are these?
• Recycling facilities as part of housing development.
• What new (waste management) development would the Forum consider acceptable?
• It will be necessary to look at all possible waste management options from an early stage in the Forum.

• The Proximity Principle must be debated
• The importation of wastes into Wiltshire – especially in relation to the Proximity Principle.
• Regional Self-Sufficiency versus County/Borough Self-Sufficiency.
• Should an overarching objective be introduced (to the plan) to work towards Zero Waste?
• Should Waste Elimination form a secondary objective?
• Currently 4 options available – reduce, re-use, recover or dispose. The Forum must focus on these to inform the WLP and create something realistic and practical.
• Waste minimisation – should be a key strategy in the WLP.

• Waste planning vs. waste Local Plan Forum
• Should a discussion of Non-land use planning issues be held now e.g. waste minimisation – could reduce the need for incineration
• Is there a Double Function for the Forum - Local Plan

• Exactly what influence can a Waste Local Plan have upon recycling and waste minimisation targets – can a Land Use Plan influence Non-Land Use Planning matters?

• Integration of District and other waste strategies
• Look to the model of ‘Beacon’ authorities e.g. Hampshire, Bath & North East Somerset
• Local Agenda 21 led initiative across Wiltshire to develop the wider issues
• offer to pursue
• need to urgently pursue ‘life’ funding

• What is the current thinking of the site review team?
• What facility has been proposed for the Salisbury area? This has implications for any sustainability appraisals of the Plan.
• Discussion of sites in Wiltshire and Swindon that are licensed to handle/dispose of asbestos wastes.
• What are the Environmental Protection implications for waste management sites (and indeed for the WLP)?
• What are the constraints on land use (including Environmental Protection, Economic Viability and Social Impacts) for the selection of sites?
• A commitment was given to making available a list of the sites being reviewed by Entec U.K. Ltd as soon as possible. These are now attached as Appendix 4 to these minutes.

• There is a need for up to date waste statistics to be presented (should be available from the Env. Agency by Autumn).
• Waste management life cycle analysis tool – WISARD – information required.
• Data required on the percentage arisings of Industrial, Commercial and Agricultural wastes in comparison to that of Household wastes.

• What are the costs of the different waste management options?
• What is the cost of Source Separation of waste? Comparison required of the costs of dealing with waste now and in the future under existing processes and methods and those in the new Plan.
• Who will pay for the agreed actions/initiatives, and where will the necessary resources come from?

(In response to the Sustainability Appraisal (SA) Scoping presentation given at the meeting – detailed below)

• Concern that the Forum cannot contribute to the SA scoping exercise because:

• Will the Sustainability Appraisal prompt the Waste Planning Authority (WPA) to rethink the strategy if so recommended? (Concerning this question, it was stated that should work carried out by Entec through the SA recommend a change of or changes to the strategy of the WLP, then the WPA will restructure the strategy accordingly).
• What is Sustainability?

• Need for Officer guidance on context especially re: Europe
• Discussion is needed of Environment Agency reaction/responses to Select Committee recommendations e.g. on BPEO*
• Information e.g. presentation on implication of European Directives – early on in the life of the Forum*

• Education for the public re: waste recycling
• Networking of information e.g. from/to agencies like Environment Agency.

THE REPORTING STRUCTURE

The proposed reporting structure of the Forum (see Appendix 5) was debated. It was agreed that, through debate and reporting, the Forum would seek to influence WLP Officers, and consequently Members of the Joint Structure Plan Working Party (JSPWP), in their decisions concerning the WLP.

It was duly resolved that:

• The Forum Facilitator will prepare a report of each Forum meeting with recommendations for Officers and the JSPWP to address. This report shall be circulated to all invitees.
• Officers shall prepare their own independent report of the meetings where necessary with recommendations for the JSPWP.

A copy of the reports produced shall also be circulated to all County and Borough Council Elected Members.

A short presentation was given by Sean Nicholson of Entec UK Ltd outlining the Sustainability Appraisal (SA) to be carried out on behalf of WCC/SBC, on the options and additional site suggestions.

It is intended that Forum members should have the opportunity to contribute their views on the ideas and issues to be addressed by the SA’s scoping report. Sean Nicholson of Entec shall be circulating a letter on this matter to all Forum members.

The final date for receipt of views to be considered is to be agreed.

Paragraph 9 above on ‘Sustainability Appraisal’ outlines the initial responses and concerns over this process raised at this meeting.

DATES, TIMES AND LOCATIONS – THE WORKINGS OF FUTURE MEETINGS

It was agreed that:

• There would be total of 5 topic/issue-based meetings.
• One of the meetings would be scheduled, in part, to focus in depth on the issue of Waste Minimisation.
• Technical expertise – a current weakness of the Forum – would be sought on matters as appropriate.
• As a way to enhancing communication it was suggested that notice boards, bulletin papers, use of e-mail and the internet could be employed where practicable to inform of future events.
• Forum members wished to tackle the issues as a whole, but in small group discussions followed by plenary feedback and summing-up sessions.
• That each meeting of the Forum shall aim to achieve a concluding consensus and to put forward agreed recommendations for further work/action at the end of each meeting

Future meetings shall be set up in the following manner, unless otherwise agreed by the Forum Membership at subsequent meetings:

• The meetings shall be held on a roving location basis – consequently, there is scope for a meeting to be held in each of the Districts
• Meetings shall be held in the evenings starting no later that at 7:00 pm.
• Meetings shall be time-tabled to last for 2 hours.
• As far as possible, free car parking will sought to be provided at the chosen venues, or as close as is reasonably practicable.
• The date of the next meeting of the Forum shall be set and released, along with dates for the remaining five meetings as soon as possible.
• Topics and issues for each meeting shall be attached for perusal and comment alongside proposed dates.
