MINUTES OF THE INAUGARAL MEETING OF THE FORUM HELD AT WARMINISTER ASSEMBLY HALL, WARMINISTER

The inaugural meeting of the Waste Local Plan (WLP) Forum was opened on behalf of Wiltshire County Council (WCC) and Swindon Borough Council (SBC) by the vice-chairman of Wiltshire County Council’s Environment and Transport Committee Miss M. F. de Rhe – Philipe. Dr. Alison Millward, the Forum’s independent facilitator set out the overriding aims of the Forum as:

A resume of the principle areas of consensus, differing opinion and of actions/issues outstanding, derived from the public consultation process was also put forward for information. Reports of these consultations and the Issues and Options Document (November 1999) are available from County Hall (Tel: 01225 713429) |

To achieve the Forum’s aims and make an impact on the first Deposit Draft of the Waste Local Plan (due for publication in January 2001), the Forum has five months to cover all aspects of its agreed remit. |

The proposed reporting structure of the Forum (see Appendix 5) was debated. It was agreed that, through debate and reporting, the Forum would seek to influence WLP Officers, and consequently Members of the Joint Structure Plan Working Party (JSPWP), in their decisions concerning the WLP. It was duly resolved that:

A short presentation was given by Sean Nicholson of Entec UK Ltd outlining the Sustainability Appraisal (SA) to be carried out on behalf of WCC/SBC, on the options and additional site suggestions. It is intended that Forum members should have the opportunity to contribute their views on the ideas and issues to be addressed by the SA’s scoping report. Sean Nicholson of Entec shall be circulating a letter on this matter to all Forum members. The final date for receipt of views to be considered is to be agreed. Paragraph 9 above on ‘Sustainability Appraisal’ outlines the initial responses and concerns over this process raised at this meeting. |
